Leadership challenges in administrative institution: An Islami Perspective for reform and Development

Leadership is a cornerstone of organizational success and social harmony. In administrative institutions effective leadership ensures justice, accountability and ethical Governance. however modern organizations face multiple challenges including corruption, misuse of authority, lack of transparency, weak accountability, the absence of merit base systems. This research examines these leadership challenges in the context of Islamic teaching and proposes a Shariah based framework for reform. The study explores the Islamic concept of leadership as a trust and a moral responsibility rather than a privilege. The Quran and sunnah emphasize justice consultation integrity and competence essential principles for leadership. The profit Mohammed (Peace Be Upon Him) stated, “Each of you is a Shepherd and each of you will be held accountable for his flock” (Sahih Al Bukhari) By analyzing classical and contemporary sources including Al-Mawardi ‘s Al-Ahkam-al-Sultaniyyath, Al-Ghazali ‘s Ihya-ul-ulum-al-din, and works on modern scholars like Yusuf Al Qaradwai. This research develops a model that aligns ethical spirituality with administrative efficiency. The finding suggest that leadership guided by Shariah principals promotes transparency and public trust. The proposed framework recommends merit-based appointments, ethical training, collective decisions making and effective accountability systems. The study concludes that restoring these Islamic leadership values can overcome institutional crisis and build sustainable governance structures.
